The name is actually Urusai... But I wasn't thinking straight after about one and a half hours of pixel by pixel making the clothes and stuff...
And you got your japanese a little bit mixed around... And I got the guy you mention's name mixed around... His name is Urusai, which means 'loud, noisy, fussy', and Urasai means 'Shut up.'. Yay for online japanese to english dictionaries!
